This study provides the most comprehensive scientific investigation of the Lower Malibu Creek and Lagoon, which includes the Tapia Treatment Plant drainage, civic center, shopping mall's in the lower floodplain, lagoon and Colony drainage into Malibu Surfrider Beach, the Malibu Fishing Pier and residential areas downstream.

Richard F. Ambrose and Anthony R. Orme are the principal investigators and professors at the University of California in Los Angeles (UCLA) who conducted the study with a team of student scientists from UCLA.

The study involved eight major objectives for the lower watershed, namely an analysIs and interpretation of (1) evolution and historical development, (2) hydrology and morphodynamIcs, (3) biologIcal and water qualIty objectives and habitat associations, (4) vegetation, (5)
eutrophication, (6) pathogens, (7) hydrologic alteration and human disturbance, (8) management alternatives, and (9) wetland restoratIon. The Final Report is organized under these categories, together wIth (10) a summary of management and restoration alternatIves, and (11) a concluding perspective.

Also, there are maps, diagrams and graphics that illustrate the history and evolution of the Malibu Creek.

World famous Malibu Surfrider Beach has been closed on numerous occasions when pollutant levels in the surfzone exceed safety standards. This closure occured in June of 1997 because of a septic tank failure at Marmalade's Restaurant in the Cross Creek Village shopping center.
